Outlook not working on Metered Connection

This can happen when you are sharing a hot spot off of your phone.

Usually, when prompted by Microsoft, confirm that you want to use the connection anyway.  However in some cases the prompt does not appear, or appears and disappears before you can confirm.

The work around is to change the setting on the computer so that it does not recognize your connection to your hot spot as "metered connection":

  • Select Start --> Settings (sprocket)
  • Choose Network & Internet 
  • Choose Wi-Fi → Manage known networks
  • Select the Wi-Fi network → Properties → turn OFF Set as metered connection
