The video above doesn’t tell you what happens after the record gets submitted to HR for approval except “now you wait”. What happens is:

HR approves the submission and the information is passed to the computer account creation process, which runs three times a day.

When the computer account is created, you’ll receive a notice of the person’s username and temporary password so that you can pass it along.

Once you have received that notification, you can continue to the next step in the process, which is to complete the provisioning form so that the new person gets access to all the things they need to do their job. See 07 - The provisioning form, below.

There is no stop at HR for approval when you submit a contractor resource record. Instead, the information is passed to the computer account creation process, which runs three times a day.
